The government took a decision to reclassify cannabis from class B to class C in 2004. Since then, changes to the laws have made the difference between a class C and class B drug meaningless. By March 2005 the Home Secretary, Charles Clarke asked the government's advisory committee of experts to look again at their decision in light of 'concerns' about cannabis and mental health with a view to moving cannabis back to class B. In January 2006 the government announced they were keeping cannabis a class C drug.
